Idineklara nang “fugitives from justice” ng Sandiganbayan sina resigned Ako Bicol Party-list Representative Zaldy Co at tatlong Sunwest, Inc. executives na sangkot sa maanomalyang flood control project sa Oriental Mindoro.
Nakasaad sa resolusyon na malinaw ang pag-iwas ni Co sa batas nang hindi niya sinunod ang utos ng House of Representatives na bumalik sa bansa, ang subpoena ng Independent Commission for Infrastructure, at hindi pag-pasa ng counter affidavit sa Office of the Ombudsman.
Maliban dito, iniutos na rin ng anti-graft court sa Department of Foreign Affairs na kanselahin ang pasaporte ng tatlong Sunwest Inc. board of directors members na sina Aderma Angelie Alcazar, Cesar Buenaventura, at Noel Co dahil sa hayagang pagtanggi nito na sumunod sa awtoridad.
Sa depinisyon ng Korte Suprema, kinokonsiderang “fugitive from justice” ang isang indibidwal kung tumatakas ito sa pag-uusig at sa parusa.

Nasasangkot si Co at ang mga executive ng Sunwest sa maanomalyang ₱289.5 million na flood control project sa Naujan, Oriental Mindoro.
